  CONCORD, N.C.
  Tommy Baldwin, the veteran crew chief now trying to make it as NASCAR team owner, has picked Scott Riggs as his driver for the 2009 Sprint Cup season.
   Riggs, 36, ran with Haas Racing last season. This will be his sixth season in Cup racing.
