NASCAR dishes out penalties to Martin Truex

   PHOENIX
   NASCAR hit car owner Teresa Earnhardt and Martin Truex Jr. with 50 point penalties for their car failing post-race inspection Sunday evening at Texas Motor Speedway.
   Truex' car was deemed too low.
   That also drew a $50,000 fine for crew chief Kevin Manion.
